Wall School Board tables Power House painting bids

First Interstate Bank has received an “outstanding” rating by the Federal Reserve Bank (FRB) for its efforts in serving low and moderate income communities. The FRB examines First Interstate’s community investment program every two years as part of the federal Community Reinvestment Act (CRA). Enacted in 1977, CRA requires banks to meet the credit needs of the communities they serve, including low and moderate income communities. Only 10 percent of FRB banks are rated “outstanding,” which is the highest possible CRA rating the FRB can give. First Interstate has a long history of receiving “outstanding” ratings. President Scot Eisenbraun called the Wall School Board meeting to order on Wednesday, April 11. Mary Williams asked to have the teacher appreciation supper moved into executive session. The board approved. Board approved consent agenda for: Minutes of March 14, board meeting, April claims and resignation from Dan Hauk as Assistant Volleyball Coach, with regret. Eisenbraun and Pam Johnson opened four bids for painting the Power House. After making sure the bids met all requirements and hearing from Kris Kitterman the board voted to move the issue down the agenda to other. The board approved to send a letter to Jan Bielmaier to lease 10 acres of school land to him for $21.50 per acre. Resolution 12-4 pertaining to SDHSAA membership was approved. Superintendent Dennis Rieckman explained without joining SDHSAA, schools would not be allowed to play in play-off, region, district or state sports. Elementary report was given by Chuck Sykora. The elementary and Big White are finishing up the Dakota Step test this week. The test results will be out this summer. Kindergarten screening will take place on Friday, April 13. There are 17 children scheduled for the screening and Sykora said there is 21 signed up for kindergarten this fall. Title One and Consolidation surveys have been sent out. Sykora will either e-mail or mail out the survey to 7-12 parents. He is asking for the surveys to be back at school by April 16, so he can complete the consolidated application. The Blue Ribbon application is in the first tier of review and the next review will begin in May. The school won’t find out until this fall if they have been accepted as a Blue Ribbon School. Business Manager Niki Mohr announced that the school will hold an election with the county on Tuesday, June 5. Board members, Johnson, Eisenbraun, Todd Trask and Angela Lytle will have their names on the ballot. Mohr reported that Health Insurance has increased by 2.5 percent. Mohr will be attending Business Manager and Impact Aid meeting in Pierre on April 24-26. She will also be working on the 2013 budget and will have it at the May meeting. Superintendent/7-12 Principal Rieckman reported that the Chamber Banquet will he held on Friday, April 20. He will be unable to attend but encourages board members to attend. Rieckman informed the board that the Kadoka School will try to come up with $500 for each gymnastic athlete from Kadoka and $1,000 in gas allotment. The Building Committee has met to discuss removing the northwest corner of bleachers at the old gym so the new gymnastic floor can be stored in the corner year around. A quote for fencing the football field was passed around. Rieckman noted the fence will be made out of two non-barb wire and will cover all four sides. He feels the sooner done the better. A motion to fence the football field was approved. Rieckman reported the Wall School has piggybacked off of Lake Central School to purchase a new school bus. The cost of the bus is $82,561.00 sight unseen. It sits 47 and will be delivered to Wall by July 1. The old bus is 10 years old and has 90,000 miles. The board discussed whether they should advertise to sell the bus themselves or take the $13,500 trade-in. Rieckman will do some research to see what the school can do to sell the bus. A motion to accept the bid from Lake Central School District for the new bus was approved. Tuesday, May 15 the school will hold their academic and sports award night at the school. Sloppy Joes, chips, drinks and brownies will be served. The board gave their consensus to proceed with this plan. An updated list of Capital Outlay items to be purchased was handed out. The board and Rieckman then reviewed the list which includes the possibility of purchasing a camera system for the Power House, computers, carpet to be laid from the front door to the pop machines, a new copy machine, class room needs, track needs, football helmets, new volleyball uniforms, painting the Power House and the new school bus. The cost of purchasing these items would come to around $300,000. The board approved to enter into Executive Session for the purpose of discussing personnel and negotiations according to SDCL 1-25-2. The board entered out of Executive Session and approved to hold the teachers appreciation supper on Thursday, May 24 at the golf course. The board also approved 2012-2013 negotiations, to offer certified contracts with new negotiated amounts/benefits and to offer contracts to administration and non-certified staff. The board also approved to table bids for painting the Power House until further review. With no other business the meeting was adjourned.
More on Pleasant Ridge School
Country Schools became part of the landscape when homesteaders began to settle this part of the country. Every township had one to two schools depending on the number of children and how spread out the families were. Kathleen Shull was very kind to send more information on the Pleasant Ridge School and the teachers and students who began their education in a school house on the prairie in Ash Township 53, Township 3 N 16 E. The first school was built in 1910 on Section 29 according to the County School Legacy: “Humanities on the Frontier.” Kathleen’s mother Mary Dilges O’Neill attended school there from 1913 to 1915. Mary and Elsie Rotter were in the same grade. Other students were: Rotters, Pritchards, Packmans, Goodsell, Graham and Parkins. In 1925 the Pleasant Ridge School was rebuilt. Its new locations was now at Section 16 N.W. 1/4. The contractor who built the new school was Bill Marks. The design for the new school came from a plan book and was 22 x 30 and had an entrance hall. There were eight, four paned windows in the school, six were on the north side and two small windows on the west side and the entry way had two windows. The school house was built out of wood and had a hip shingles gable roof with one door. The school was painted white and had a coal shed. There was also a cistern for drinking water and a flag pole. Students who attended the new school were: Pritchards, Whacklers, Parris, Goettsch, Schuler, Packman, O’Neill, Hoffman, Babcock, Mortensen, Geigle, Knapp, Shull, Rynard, Denke, Goodsell, Clarin, Danley, Todd, Kitterman, Pasco, Kenyon, McGriff, Lurz and Huether. At recess and when lunch was over students would play pom-pom pullaway, Annie Over, tag, baseball, Red Rover, Simon say, Red light Green light, drop the handkerchief, and pick-up sticks. The school also had a swing and a teeter totter. Games played in the winter time were: Fox and Goose, King of the Mountain and those dreaded but so loved snow ball fights. Indoor winter games consisted of button-button, hide the thimble, gossip and hangman played on the blackboard. Kathleen attended the Pleasant Ridge School from 1936-1944. Her first grade teacher was Ann Connelly, Charlotte Roebuck was her second grade teacher, Dorothy Iserman taught her in third grade, fourth grade teacher was Ruth Christian, fifth was Thelma Chamberlain, Emma Richards taught sixth grade while Lil Shull taught seventh grade and Winifred Leiby taught Kathleen in eighth grade. Other teachers were: Edith Parrott, Alvina Freiberg, Hazel Miller,

was also used for elections. In 1936, the Creighton Hall was finished. The Pleasant Ridge school was the first to use the stage. Ann Connelly was the teacher that year. After high school Kathleen came back and taught from 48 - 54. Her first winter just so happened to be the year of the big blizzard. Her students were: Lavern Schuler; Ewald Huether; Norma Mortensen, Marilyn Schuler, Dennis Kenyon, Dorothy Geigle, Lorna Hoffman, Gladys Schuler, Kenny Kenyon and Verna Huether. The last year that Kathleen taught at the school was 19531954. Her students were: eighth graders Dennis Kenyon and Dorothy Geigle, sixth grade was Kenny Kenyon and Verna Huether, fourth grade was Norman Geigle, Goldie Geigle and Marilyn Schuler and third grader Garry Kenyon. That year the YCL project was on conservation and the school won for the scrap book that they had made. As Mrs. Mary O’Neill wrote on July 15, 1981, “Its sad to see these old school houses empty and forlorn.”

Every year the county would hold a YCL convention. Schools would send in their original articles that the children from each school would contribute. There were pictures, poems, stories and riddles. The articles that were picked were put into a book called the Tomahawk. Pie socials, box lunches and programs were always the highlight of the school year. The school house
Department of Transportation and Pennington County seek public input into Pennington County Transportation Plan Study
The South Dakota Department of Transportation, in collaboration with Pennington County, will hold public open houses as part of the Connecting Hills and Plains Study (CHAPS) to gather public input for help in developing the Pennington County Master Transportation Plan. These open house public meetings will be held at 5:30 p.m. on the following dates and locations: •April 16th, Wall Community Center, 501 Main Street, Wall. •April 17th, Hill City City Hall, 243 Deerfield Road, Hill City. •April 18th, Pennington County Courthouse, 315 Saint Joseph Street, Rapid City. CHAPS will address a full range of transportation options and issues, including pedestrian, bicycle, transit, freight, and automobile. Initial public meetings were held in October of 2011 to solicit input on needed improvements, and the project team has now developed a list of potential transportation improvement projects for public review and comment. The purpose of these public meetings is to present and gather public comments on a draft long-range, multimodal plan to provide a blueprint to address the future transportation needs of Pennington County. Potential projects include paving of gravel roads, intersection enhancements, and bicycle/pedestrian accommodations. For those who cannot attend any of the meetings or desire additional information on the study, information will be made available online after the meetings at http://www.sddot.com/pe/projdev/p lanning_ss_pennco.asp. The meetings will be held from 5:30 to 7:00 p.m. at the locations indicated. A brief, summarizing presentation will be made at approximately 5:45 p.m. followed by an open house discussion with SDDOT, County, and Consultant staff. The opportunity to present written comments will be provided. Written comments will be accepted until May 4, 2012. Wall area writers to meet this Saturday
The Wall Writers Group meets Saturday, April 21, from 9:30 – 11:30 a.m., at 416 Sixth Avenue, Wall. The first hour of the meeting is spent sharing something already written. This can be on the selected topics for April: (a) Childhood around the kitchen table or (b) What is in the sack? Writers can also bring something else they have written to share if they do not wish to write on one of the assigned topics. No formal critique is given of the writings unless the author requests it. Arrangements can be made with other writers for such critiques outside the meeting. On a short break, coffee and treats are served. Then during the second hour of the April meeting, discussion and writing will be on the topic “Hedging the Truth in Writing Your Memoirs.” No dues or fees are required to participate in the Wall Writers Group. 4-H Leaders honored by tributes during National Volunteer month
April National Volunteer Month, and during the month, 4-H alums will have an opportunity to say thank you to their former 4-H leaders for the impact they had on their young lives. The 4-H Leader Tribute Campaign provides that opportunity. Those who donate to the campaign will be able to recognize their former leader, share a favorite memory about that leader and also provide critical resources needed for future 4-H volunteer training. Former 4-Her might not always remember the name of the club they were in but they never forget the name of their 4-H leader. The relationship between a youth and a 4-H volunteer is a bond like no other,” indicates Audrey Rider, 4H Youth Leadership Field Specialist. “4-H leaders looked over our shoulders and guided us on our first 4-H projects; they gave us encouragement during our first demonstrations. They shared our triumphs and our disappointments,” said Mary Ellen Aamot, a former 4–H club member and retired SDSU 4-H Specialist. And, the 4-H program does not operate without them. South Dakota 4-H is delivered through a network of 3,500 volunteers supported by thirty-one county 4-H Youth Program Advisors across the state. Together they reach nearly 9,000 youth in community clubs and thousands more in other 4-H activities. A typical volunteer easily gives 10 hours a month. Even using a modest $10 an hour rate, their “job value” to 4-H and SDSU Extension tops $4.2 million. Tributes (by an individual, 4-H club or group) will be listed on a “virtual” 4-H Leader Tribute Wall on the 4-H Foundation website. The name of the volunteer and their club will be displayed along with the donor and the donor’s favorite memory. “Ticket­to­Work”­inspires­Ballroom­Dancer­to­dance­on By­Kathy­Petersen Social­Security­ Public­Affairs­Specialist Megan Riggs was just like many other people in their late twenties: bright, ambitious, and full of life. She earned Bachelor degrees in Forensic Science and Biology, with a minor in Chemistry. Riggs started working and building her career. In her spare time, she pursued her passion, competitive ballroom dancing. In January of 2008, Riggs had a major depressive episode. Her illness caused her to lose her job, and financial struggles resulted. Riggs qualified for Social Security disability benefits. The monthly payments helped keep her afloat financially, but even then she had the desire to work again. Knowing she would need help returning to work, she looked to Social Security’s “Ticket to Work” program and other work incentives for support on her path back toward selfsufficiency. Riggs learned that the Ticket program was free, voluntary, and designed specifically for adults who receive disability benefits through Social Security. She decided the program was a good fit for her, as it would help her find a career that could lead to a brighter future. Once Riggs made her choice to participate in the Ticket to Work program, she decided to work with an Employment Network (EN) that provides employment support and guidance. The EN helped Riggs develop a plan to achieve her work goals and offered advice on career building, job placement, training, and counseling. “I could try work,” said Riggs. “I knew I wasn't going to be on my own.” Using her Ticket, she was able to test her abilities, build her confidence, and continue to receive her benefits while working toward becoming fully self-sufficient. Through Social Security’s work incentives, she maintained her health care coverage, which gave her peace of mind. Riggs found stable employment. As a result of her hard work, she now works as a document control specialist, earning more money than she received on disability benefits. The Ticket to Work program helped Riggs achieve a more fulfilling life by helping her regain the satisfaction of work. She now enjoys working, reading, spending time with her Cocker Spaniels, and has even been able to return to competitive ballroom dancing. On Tuesday, April 17, crews will begin work on the Interstate 90 bridges over the Cheyenne River near Wasta. Work will next move to the bridges on I-90 over the DM&E railroad near Wall. Lane closures will be set up in both directions of travel near Wasta to complete profile grinding and epoxy chip-seal coating on the Cheyenne River bridges. The same operation will move to the bridges at Wall and tentatively begin Thursday, April 19. A 12-foot width restriction will be in place for the bridge work. Vehicles over 12-ft. wide will be routed onto Highway 44 between Exit 61 (at Rapid City) and Exit 192 (at Murdo). The width restriction will be in effect until July 31. The speed limit on I-90 in the work zones will be reduced to 65 mph and further reduced to 45 mph when workers are present. Motorists are reminded that fines are double in work zones, and drivers should be aware of slowing traffic, construction equipment and workers. Tornado warning systems to be test Wednesday, April 25
A statewide tornado drill will be conducted for South Dakota by the National Weather Service between 9:00 and 9:30 a.m., MDT (10:00 and 10:30 am CDT) on Wednesday, April 25. Because the exercise is used to ensure communications and warning systems are functioning properly before storm season, people will see and hear the alerts used for tornadoes. Outdoor warning sirens will be sounded in many towns. The sirens may not be heard inside homes and office buildings, as they are intended to alert people who are outdoors away from radio or TV. The drill will also include activation of the Emergency Alert System, which will interrupt local media broadcasts. The public should be aware that the scroll on television will look like a real warning, while the audio will be identified as a test. Local emergency response agencies may practice their response procedures and schools will conduct safety drills for their students. Alternative and complementary health expo April 28 and 29
The 2012 Black Hills Wholistic Health Expo is Saturday, April 28 and Sunday, April 29 at the Rushmore Plaza Civic Center. There will be dozens of booths showcasing alternative health care providers and businesses from around the Black Hills region and beyond. The 2012 Expo is the fourth such event sponsored by the Wholistic Health Society of the Black Hills (WHS), and for the first time admission to the Expo is free. Throughout the weekend Expo guests will have he opportunity to attend presentations and demonstrations on such topics as “Defensive Grocery Shopping,” “Healing within,” “Energetic Healing With Reiki” and “Acupuncture/Acupressure for Stress Relief.” This is free admission event and all interested people are welcome. Children 12 and younger must be accompanied by an adult. Speaker presentations throughout the days of the Expo are also free. A very special event is scheduled Saturday, evening from 6 to 8 p.m. Bobby Marchesso will be conducting a Spirit Gallery/Workshop. Bobby Marchesso is a well-known median, recognized nationally and internationally for his metaphysical work. He is also remembered locally in part, for his former career as a television newscaster and weather man. The Black Hills is home to a great variety of alternative and complementary health care providers and businesses. Learn more in one easy visit! Expo hours are Saturday, April 28 from 10 a.m. - 6 p.m., and Sunday, April 29 from 10 a.m., until 5 p.m. Speaker presentations will begin at 11 a.m. each day. A complete schedule of speakers will be available as the Expo draws nearer. The Wall School Golf Invitational was held on Friday, April 13. The tournament was played at the Wall Golf Course and began at 9:30 a.m. Each entry shot 18 holes and each team was allowed four golfers per team in each division. Winners for the Wall team were: Girls: Autumn Schulz - First - 85, Alyssa Ermish - Fourth - 101. The team of Schulz, Ermish and Jennifer Green also took first place with a score of 289. Boys: Lane Hustead - First 76, Les Williams - Second - 79. The team of Hustead, Williams, CJ Schulz and Ryder Wilson took first place with a score of 251.

Wrangler Team Roping Championship. Trey Richter won his first saddle on Sunday, April 1, (no fooling) in Rapid City at the Events Center located at the Central States Fairgrounds. Richter entered the #4 roping with Levy Lord. There were 280 teams and Lord and Richter came back to the short round fifth high call. The pair won Cactus Trophy Saddles, Fast Back Rope Sponsorship and cash. This is the first saddle that Richter has won. Richter participates in golf and belongs to the high school rodeo club. He is a Junior at Wall High School and is the son of Troy and Dawn Richter of Quinn. Other winners in the #4 roping were Larry Ruland who came in second with his partner Loren Cuny while another local roper Bruce Berry placed with his partner Rocky Tibbs.

Wall track team runs against AA and A schools at Spearfish
By­Coach­Patterson Thursday, April 5, was a beautiful day for a track meet at Spearfish. The squad ran against tough competition with mainly AA and A schools. Many schools are not medaling up to eight placers anymore and at this meet they medaled six individuals and three relays. The girls gave it their all with Sadie O’Rourke medaling in the finals of the 100M Dash for sixth place. Carlee Johnston ran well in the 100 Hurdles with her times improving along the way. Kailey Rae Sawvell was flying in the Triple Jump with a leap of 29” 7”. This is her first year of doing this event. Kelly Green, Monica Bielmaier and Tayah Huether were helpful in the relays all day. Huether ran an open 400M in a 65th for the first time this year. The seventh grade girls, Savanna Deutscher and Jessica Casjens, are doing well in the open events for their first time in this sport. The boys just missed out in medaling in events. Tyler Trask placed seventh in the finals of the 100M Dash. He has qualified in this event for state. The 4x200 Relay of Taran Eisenbraun, Chavis Shull, Carson Johnston and Tyler Peterson placed fourth behind Dickinson, Custer and Rapid City Central. Austin Huether ran a low 5:03 in the mile with his times improving. The Sprint Medley relay of Shull, Johnston, Eisenbraun and Huether ran a 4:00 to place fourth behind Spearfish, Dickinson and Campbell Co which are AA and A schools. Senior Kale Lytle ran a 2:14 in the 800M Run for his first time. His times are improving and he is running strong. Shull leaped to eighth place with a 20’ 1” effort. Qualifying for state is 20’ 3”. Laketon McLaughlin and Jesse Willis are throwing strong and working on technique. Their distances are improving. Coach’s­Comments: Overall it was a good day with some injuries. Injuries are never predicted so it is always a scramble to fill the spots with another runner. Running against big schools is also a good challenge and lets us know where we stand when we get back to the B schools division. The weather was great, even no wind! Now it is off to Belle Fourche on Saturday, April 14. Wall track team places at Belle Fourche despite rain
By­Coach­Patterson The track team traveled to Belle Fourche on Saturday, April 14th. It was a day of sprinkles, then rain and very little wind. Not bad. We did not have a full team due to various commitments and ACT tests. The athletes performed well with performances not bad considering the cool weather. The boys ended with 60 points for fourth place as a team which was good considering they did not perform in every event. Taran Eisenbraun ran a personal best for his first time this year in the open 400M Run with a time of 52.89. To qualify for state he needed a 52.63. So close! Sadie O’Rourke sprinted well by winning the 100 and 200 races. She also anchors two relays. The jumpers are doing well. Chavis Shull leaped for a first place and Tyler Peterson for fifth. Then Peterson placed second in the Triple Jump with a leap of 38 ft. Coach’s­ Comments: I was pleased with the efforts of the kids. Their times, throws and jumps are improving with each meet. We have a busy week ahead of us. Tuesday we head to Kadoka for a noon meet, Friday at Kadoka for a 10:00 a.m. meet and Chamberlain, Saturday, for a 9:00 a.m. meet.
